The resolution does not remove the general counsel but registers the council’s formally stated lack of confidence in the official’s handling of high-profile legal matters. The debate tracked a months-long dispute over a contract amendment with Meridian (a solid-waste contractor), a mayoral veto earlier this term, and subsequent inter-branch litigation risks. Members who supported the resolution said the general counsel’s binding legal opinion in the Meridian matter created an avoidable legal exposure and undermined the council’s authority in negotiations.
Opponents of the resolution said it amounted to an overreach that would demoralize the office and hamper the municipal legal team’s ability to represent the city in court. They cautioned that the resolution could damage relationships with current and prospective city attorneys and noted that the measure is nonbinding.
Council adopted the resolution 11 yeas, 6 nays. Several members said the result should prompt a review of the city’s legal advice processes and an effort to rebuild trust between the council and the Office of General Counsel.
