Board expected to add MHDS technology MOU and state data-release authorization to consent agenda

County staff said a memorandum of understanding allocating $4,980 in technology funds to Options of Linn County will be on the Wednesday consent agenda, and that the Iowa Department of Health and Human Services has requested a county/MHDS-region data-release authorization for access to commitment records.
David Thielen, director of Community Services, told the Linn County Board of Supervisors that an MOU between Options of Linn County and the Mental Health and Disability Services (MHDS) of the East Central Region covering technology funding will be submitted for board approval on Wednesday.
Thielen said the MOU documents that the region has allotted $4,980 for the period July 1, 2024, through April 30, 2025, and that the agreement is needed to allow submission of invoices to receive the funds. "It pays for part of our technology, our electronic records system that we have," Thielen said.
Thielen also described a separate request from Iowa Health and Human Services: the state has asked counties and MHDS regions to sign a data-release form to allow HHS access to committal records entered in the state system (CSN). Thielen said county staff have consulted with the Iowa State Association of Counties (ISAC) and other counties and that "pretty much the rest of the counties in the state of Iowa are signing this authorization." He asked that both the MOU and the HHS authorization be placed on the consent agenda for Wednesday.
Board members expressed appreciation for Thielen's leadership during a period of transition; no formal vote on these items was taken at this meeting.
