County Council approves $7.5 million economic development bond for Collington Episcopal Life Care Community

Prince George's County Council members approved CR 39-20-25 on April 1 to authorize economic development revenue bonds in an aggregate principal amount not to exceed $7,500,000 to be loaned to Collington Episcopal Life Care Community, a nonprofit life-care community in Prince George's County.

The council convened as the Committee of the Whole earlier in the day to consider CR 39. A committee report stated that after discussion — including a consideration of holding the matter for further review — the chair confirmed the incoming council member’s approval, and the committee voted 6-0 to move the legislation favorably to the full council. On the council floor, members moved the resolution forward and adopted it with a 6-0 vote.

Council members discussed the proposal with committee members during the Committee of the Whole meeting; the committee report does not record substantive changes to the legislation. The resolution was introduced earlier in the session (PR 39-20-25 was introduced and referred to Committee of the Whole) at the request of the county executive and sponsored in introduction by Council members Ivey and Harrison.

The authorization allows the county to issue bonds and loan proceeds to the nonprofit facility applicant; the resolution itself authorizes the bond issuance up to the stated amount but does not by itself create loan terms or appropriate county operating funds. The county clerk recorded the committee recommendation and the roll-call votes; the committee and the full council approved the measure 6-0 in recorded action.
