Resident raises questions about Shenandoah University revenue sharing, oversight committee accountability

Jeff Milburn, a Ward 3 resident, told the Finance Committee he has been requesting financial information about Winchester’s revenue-sharing agreement with Shenandoah University since March 20, 2023, and that he still has not received annual financial statements required under the parties’ park agreement.
Milburn summarized uses of the university’s fields and described events that generate revenue, including Winchester Baseball tournaments and prospect camps. He said the 2020 agreement, which he read aloud, requires Shenandoah University to submit annual financial statements to an oversight committee and specifies that the oversight committee should meet no less frequently than once a year to review those statements. Milburn asked the committee where the statements for 2022, 2023 and 2024 are and who currently serves on the oversight committee.
In his public comment, Milburn quoted the agreement language, referencing signatures on the 09/23/2020 agreement by the former city interim manager Mary Price and others. He asked for transparency about concession operations and how net revenue from events and concession stands is counted and distributed. The committee acknowledged the request; staff did not provide the documents during the meeting and no formal action was taken to compel production at the meeting.
Milburn concluded by asking who the current oversight committee members are and requesting the annual statements the agreement requires.
