Zoning commission continues IDZ2 site at 301 East Best/Fest Street after parking concerns raised

The Zoning Commission continued item number 7, a request to rezone 301 East Fest Street from R6CD (with a conditional use for a duplex) to IDZ2 medium‑intensity infill development allowing up to four dwelling units, to the April 15 meeting after a nearby resident left a voicemail expressing concerns about parking.

Zoning planner Brown Freire summarized the case, noting 38 mailed notices with two in favor and three opposed; Lone Star Neighborhood Association had no formal opposition. Staff recommended approval and said the proposed zone permits four dwelling units and requires a prescribed site plan. The applicant was not present in the chamber.

During public comment staff played a recorded voicemail from a nearby resident (identified as Colton at 211 East Best Street). The caller said he was “100% in favor of more density” but argued the street already has numerous cars per household and that three parking spaces for four units is inadequate for this block; he asked that the development provide at least one parking space per dwelling unit and warned of impacts on waste collection and safe access.

Because the applicant was absent and the commission had questions about an amended site plan and the parking proposal, Chair John Bustamante moved to continue the case to April 15; Commissioner Watson seconded. Roll call approved the continuance. Staff said voice mail and other public comments will be incorporated and the applicant should provide an updated site plan and address parking mitigation before the continued hearing.
