The City of San Antonio Zoning Commission voted to approve a rezoning and conditional‑use amendment for a guesthouse at 1837 Santa Monica Street after the applicant scaled back the proposal and addressed neighborhood concerns about parking.
Applicant Nathan Bourn withdrew a request for an ancillary breakfast/food service use and focused the application solely on establishing a guesthouse. Bourn told the commission he had completed door‑to‑door outreach and resolved some concerns. He also showed a site diagram and photographs and described parking arrangements and permeable paving to reduce runoff.
Planning staff previously recommended changes to convert the parcel to a commercial neighborhood service (CNS) or similar category with a conditional guesthouse use. Commissioners asked questions about design, drainage, building height limits and whether short‑term rental permits or additional permits would be required for a guesthouse. Staff said building and commercial regulations would apply but that there were no separate city‑wide additional permits specific to guesthouses beyond standard building and commercial code compliance.
Several commissioners praised the applicant’s amended proposal and outreach. One commissioner said the project still seemed intense for the site and voted against the motion, but the majority supported approval as amended. The commission’s approval moves the item to the City Council for final action.
Action: Motion to approve the rezoning as amended (guesthouse use only) was seconded and passed on a roll call vote; the item will proceed as a recommendation to City Council.
