Ramsey County approves bids, contracts and project payments including road overlays and chip seal; DOT bridge inspection bill approved

The board also accepted a late hot-mix overlay bid from Border States Paving based on postmark and established that plant-selection would account for haul distances and price.
The commission authorized payment of the county’s 20% share of fall bridge inspections to NDOT (roll-call approval; county share recorded at $9,727.51 on the record) and approved vendor invoices including $7,863.34 to RDO Equipment and $6,376.96 to Butler Machinery for cutting edges. The board also authorized permits for the Greater Ramsey Water Department to bore under five county road locations and directed signing of related paperwork.
A motion was approved to have the chairman and auditor sign summer maintenance contracts for several townships and to authorize the chairman and auditor to sign the local-match documentation for the DOT bridge-inspection reimbursement.
Commissioners discussed bidding procedures after a late bid arrived, and staff was directed to draft clearer solicitation language specifying whether bids must be postmarked or received by a deadline; the commission asked the county road superintendent to review industry norms and return with a recommendation.
