Bannock County commissioners approve change order, adopt several resolutions and sign election facility agreements

Bannock County commissioners voted to approve a series of procurement and administrative items, including a $23,678 change order for a construction project, adoption of several resolutions (including the 2025 comprehensive plan and a surplus property resolution), and facility agreements for upcoming elections.

Shanda Crystal, the county’s chief procurement officer, presented a change order with ProBuilders totaling $23,678 to cover construction adjustments at a county building. Crystal said the change order covers adjustments including revised board spacing, relocation of a door for ADA compliance, replacement of a door and frame, installation of keypad access control locks recommended by the sheriff’s office, and lowering and adding TV receptacles in a classroom. “The biggest piece of this is providing and installing keypad access control locks,” Crystal said. The commission approved change order number 2 with ProBuilders.

The commission also approved payment of a $4,000 penalty assessed by the IRS. County staff said the penalty resulted from a payroll timing issue when an employee left and withholdings were not submitted within the required window; staff noted a recent $81,000 refund from the Capital Crime Defense Fund that could cover the charge if needed. A member moved to approve the payment, and the motion carried.

Commissioners adopted a slate of resolutions and an ordinance with little discussion. The board adopted resolutions numbered in the meeting as 2025-206 (authorization to dispose surplus assets and property), 2025-207 (adoption of the 2025 comprehensive plan and future land use map), 2025-28 (decision on appeal of a planning council denial), 2025-29 (approval of March 2025 salaries) and 2025-30 (approval of January 2025 alcohol licenses). The board also approved a county ordinance described in the meeting as 2025-2 amending county ordinance 2009-5 (participants read the ordinance identifiers aloud during the meeting).

Elections-related approvals included a facility-use agreement with Chubbuck for poll worker training and polling locations, and a waiver and release of liability/insurance agreement with Pine Ridge Mall for elections use. The commission also approved a customer setup form for CCS Presentation Systems for equipment in the commissioners’ chambers, and it approved the consent agenda (certificate of residency, salary approval forms and minutes from March 2025).

Procurement updates presented by Crystal included finalizing the Rotobridge chip‑seal bid and plans to piggyback some hot‑mix asphalt purchases off the City of Pocatello; the county is considering bidding guardrail work directly after finding savings doing that last year. An ongoing Sixth Street project was reported to be progressing, with sidewalk repairs and landscape work under way.

The commission recorded votes by voice; meeting minutes show motions carried on the listed items. No roll-call tallies were provided at the meeting for these votes.
