Denton County Commissioners approve consent items, staffing reallocations, contracts and set public hearings; Village Estates PID action deferred

The Denton County Commissioners Court on April 1, 2025, approved its consent agenda and a series of motions covering budget amendments, contracts, hiring reallocations and project acceptances. Most motions passed unanimously.

Key approvals

- Consent agenda: The court approved the consent agenda without recorded dissents.

- Amended bill report: Two additions to the bill report (both to Atmos Energy) totaling $636.44 were approved after a motion by Commissioner Mitchell and second by Commissioner Falconer; the motion carried unanimously.

- Law Enforcement Officer Standards and Education (LEOSE) funds: The court approved a budget amendment to allocate $51,403.05 received from the State of Texas for law enforcement officer standards and education.

- FY25 first-quarter investment report: The court accepted the October–December 2024 investment report for fiscal year 2025.

- Election software sole-source renewal: The court approved renewal of support and maintenance for ballot-related software from Severa LLC in the amount of $96,525; the motion passed unanimously.

- Various procurement and RFP actions: The court appointed evaluation committees and authorized advertising/specifications for multiple solicitations, including transportation and engineering projects and facility services; one solicitation (RFP 252845 Administrative Courthouse Glassdoor placement) had all proposals rejected and that rejection was approved.

- Human resources and wellness funding: The court approved a budget amendment request of $12,000 (reimbursed by Blue Cross Blue Shield) to increase HR wellness reimbursement account expenditures ($6,500 hospitality supplies; $5,500 employee programs).

- Permanent improvement fund amendment: The court approved reallocating $3,192,679 (recorded in the meeting record as 3192679) from contingency to fund additional phase 1 electrical and generator work for a permanent-improvement project.

- Reallocation to hire detention officers: The court approved reallocation of funding to create 20 detention officer (DO1) positions (pay grade 104) to facilitate ongoing hiring and increase jail staffing; the motion was presented as long-awaited and passed unanimously.

- Preliminary acceptance of Hickory Creek Park Road reconstruction project: The court approved preliminary acceptance of the project in Commissioner Precinct 2.

- Professional services agreement for Estates Drive: The court approved a professional services agreement between Denton County and Agua Enfields LP for the Estates Drive project at a total cost of $695,920, with $300,000 to come from a Trip 22 Precinct 3 line item (9275869040) and $395,920 from a Trip 202 Precinct 3 line item to be assigned upon issuance of funds. The motion passed unanimously.

- Architecture services addendum: The court approved Amendment No. 1 to Addendum No. 3 of the master architecture agreement with Park Hill to add phases for bidding, permitting and construction administration on an as-needed basis. The record states bidding/estimating NTE $1,800 and construction administration NTE $13,200; phase 2 design services NTE $57,400; reimbursables for phases 2 and 3 NTE $2,550.

- Mutual non-disclosure agreement: The court approved a mutual nondisclosure arrangement between the Denton County Sheriff’s Office and the National Association of Field Training Officers (as recorded on the meeting agenda).

Public hearings and items held

- Village Estates Public Improvement District (PID): The court opened and held a public hearing on the proposed creation of the Village Estates PID in Precinct 4. The developer’s attorney, Robert Miklos, described the project as a 156-acre single-family residential development with roughly 121-acre home sites and asked the court to create the PID to fund public infrastructure. Commissioner Edmonson and others raised questions about fire-protection agreements for the development. The developer’s representative said they were working with county fire-protection staff but could not confirm at the hearing whether a formal agreement was in place. The judge and commissioners agreed to close the hearing and hold any action at a future meeting until the fire-protection issue is resolved; the record notes the court took no official action on the PID creation that day.

- Several land-use and zoning public hearings: The court approved scheduling of public hearings on multiple subdivision, special-use and zoning items to be heard on April 2025 at 9 a.m., including requests involving Mustang multifamily addition and several Lake Ray Roberts plan zoning and variance requests.

Other routine approvals

The court recorded hiring actions across county offices and accepted departmental reports, including new hires in the county auditor, county clerk, district attorney’s office, juvenile probation, sheriff’s office, and tax office. The court also approved legal representation via contract for a pending case and granted exemptions from contract-requirement provisions where noted on the record.
