The Montezuma County Board of County Commissioners approved a series of motions April 1 covering budget policy, appointments, special-event liquor permits, transfers between funds and monthly payables.
Key approved items included: a resolution establishing a general fund reserve policy that sets a goal of keeping approximately one year of general fund expenses as the county’s reserve; the reappointment of Abdel Berrada to the Extension Advisory Committee for a second term; approval of three liquor-license matters including a special-event permit for the Montezuma County Fair Board (July 25–Aug. 2), a special-event permit for the Ute Mountain Rodeo (June 12–14), and a retail liquor-license renewal for Echo Basin LLC at 43747 Road M in Mancos; and three interfund transfers.
Robert Dobry (administration) summarized the reserve policy resolution (Resolution No. 4-2025), saying the board’s goal is one year of general fund expenses for future budgets. The board identified the 2025 general fund budget of $16,319,000 as the baseline for the 2026 goal.
The board approved transfer order number 42025, moving $38,446.05 from the general fund to the newly created senior services and transportation fund to cover outstanding MOCO bus repair expenses. It also approved order number 52025, transferring $6,000,000 from the general fund to the capital fund for future capital expenses, and order number 62025, transferring $1,000,000 to the contingency fund to provide for unforeseen expenditures such as acts of God or emergencies.
All three transfers were moved, seconded and approved by voice vote.
The board approved the Montezuma County Fair Board’s special-event liquor permit for the fairgrounds at 30100 U.S. Highway 160 in Cortez, after the permit applicant presented private security arrangements from the Cortez Police Department and the Mancos marshal. The Ute Mountain Rodeo special-event permit was approved with sheriff’s department security available for that event. Echo Basin LLC’s retail liquor license renewal was approved after the sheriff reported no violations.
The board also approved payables for three monthly periods: January 2025 ($4,369,336.89), December 2024 ($3,760,570.84) and February 2025 ($3,714,918.98). Each set of payables was moved, seconded and approved by voice vote.
Separately, the board discussed a 2012 land-transfer administrative correction related to the Dunn Living Trust and a small "green triangle" parcel near Highway 184 and Road 23; the commissioners directed staff to obtain a current survey and return with a resolution to complete the transfer, but no final action was taken at this meeting.
