Winnebago County approves consultant contract for Broadway Avenue bridge project

The Winnebago County Board of Supervisors voted to approve a professional services contract with Calhoun Burns and Associates to start the initial design and environmental-clearance phase for bridge replacement project BROS4297601-AJ-95 on Broadway Avenue over the Winnebago River.

The contract covers the first phase of consultant services, including survey work and environmental clearances to bring the project to preliminary design. County staff told the board that additional consultant fees will be required later as the scope is refined and permits are secured. Staff said consultant costs for this phase will be billed to and paid by the City of Leland; construction costs would be paid by the county and then reimbursed by the state under the federal-aid process.

Board members said they had spoken with Leland officials and the city clerk had indicated financing options and TIF (tax increment financing) were being considered for local matching funds. County staff said the city's new superintendent and the county have discussed schedule and project expectations and that Calhoun Burns and Associates has prior experience advancing similar federal-aid bridge projects.

Motion details: Supervisor Derby moved to approve the contract; the motion was seconded and carried with the board recording ayes.

Ending: Supervisors directed staff to coordinate ongoing communications with Leland and to return with any financing confirmations or changes before construction-phase approvals.
