Commission directs developer to correct strikeouts and resubmit preliminary site plan; ADA parking and county comments remain outstanding

A developer’s preliminary site plan (preliminary plan phase) was discussed at length, and planning staff reported that the county had issued multiple comment letters that the applicant needed to address before the commission would sign the plan.

Commissioners noted that some items on the submitted drawing still appeared with strike-through text and struck items that they had expected to be removed; the commission asked that the strike-through text be deleted from the final signature copy so that the record is clear. A specific inclusion/error involved the parking count and ADA parking: staff identified two parking spaces on the plan (one regular and one ADA) but the site note and the total spaces did not reconcile. Staff and a commissioner confirmed that the first page of the plan set shows two spaces and that the plan itself was corrected to two spaces, but commissioners requested the applicant ensure all sheet notes and totals match across the set.

Staff said all county comments must be addressed and resubmitted; one commissioner said they did not want to approve a contingent signature that left unresolved items. The commission reached consensus that the applicant should correct the drawings to reflect the county’s March comment letter, remove strikeouts prior to a signature copy, and resubmit the plan for the next meeting rather than granting a contingent approval.

Separately, commissioners raised other project-specific items—state highway review required a longer deceleration lane for Garnett Ridge and utility easement coordination with Flowserve was ongoing for another application—but the preliminary-plan item itself was tabled pending a corrected resubmission.
