The Providence City Council approved an ordinance setting a 15-ton weight limit for the entirely residential portion of Pleasant Valley Parkway, sponsors said, to protect road conditions, the tree canopy and a local bike lane from heavy through-traffic.
Policy staff explained the road runs through a watershed with softer ground and a thick tree canopy; heavy truck traffic has caused road deterioration. Staff said smaller delivery trucks and emergency vehicles would be exempt, consistent with existing code language used on other streets. Councilors discussed routing for hospital deliveries, and staff said city and hospital officials identified alternate access roads so the weight limit would not disrupt required deliveries to the nearby veterans hospital.
Councilors stressed that enforcement will require police training so officers can distinguish legitimate deliveries or city/state-contracted vehicles from through-traffic. Staff noted that prior similar limits (near the Washington Bridge) required police to be trained to reduce improper citations and court overhead.
An in-meeting technical amendment renumbered two items (changing numeric pontoons to lettered subsections) for clarity; councilors approved the ordinance with the administrative renumbering mentioned during debate.
