The Avondale City Council voted 6-1 on March 31 to issue a formal reprimand to Councilmember Jeanette Garcia for a social media post the council found violated its code of conduct, Mayor Pineda said.
The reprimand, moved by Councilmember White and seconded by Councilmember Solorio, was read into the public record after the council cited the City of Avondale Charter and the city council code of conduct in explaining the basis for the action. The mayor read the councils statement, which described the post as an abusive, harassing personal attack that undermined public confidence in the council.
The statement read on the record said the councils code requires that "the professional and personal conduct of members must be above reproach and avoid even the appearance of impropriety" and that members "shall refrain from abusive conduct, harassment, personal charges, or verbal attacks upon the character or motives of other members of council, boards, commissions, the staff or public." The mayor read an excerpt of the social media post at issue, which the statement identified as posted on X on Feb. 16, 2025 and described as a personal charge and verbal attack directed at a member of the public.
Councilmember Condi, speaking before the vote, thanked residents who attended and submitted comments and said the code of conduct is intended to be self-enforcing and to preserve public confidence. Condi added that the council had discussed the matter in closed session the previous week and that silence then was due to following the prescribed process, not a lack of concern.
After the reprimand was adopted, Mayor Pineda said the statement would be placed in the record. The motion to adopt the reprimand passed by a 6-1 tally; the transcript does not record individual roll-call votes for that motion. The meeting then adjourned following a separate unanimous vote to close matters and adjourn.
The council cited the City of Avondale Charter and the city council code of conduct, paragraph 3, as the authorities supporting the reprimand. Councilmembers also said they had spoken with Garcia about the post before the meeting and expressed a desire to "start a clean slate and move forward" after the matter was resolved.
