Columbus City Council on April 1 approved rezoning and companion variances for a mixed‑use development at 3775 Treview Road that will allow up to 280 apartment units, a 5,300‑square‑foot eating and drinking establishment and an 800‑square‑foot outdoor patio.
The rezoning request (ordinance 7‑63‑2025) and related council variances were approved by city staff and by the West Side Area Commission; council voted to adopt the staff report and pass the ordinances. The project site spans roughly 18.3 acres and includes parcels currently developed with single‑unit dwellings and one eating and drinking establishment.
During the zoning committee hearing, Rita Cabral, West Side Area Commission zoning chair, urged council to consider cumulative development impacts in the area. "That's 760 units last week and 500 units this week. That's approximately 1,900 new residents in cars on our roads in a small concentrated area," Cabral said, citing several concurrent and pending applications in the West Scioto planning area.
Staff and councilors noted that the city’s existing zoning code operates reactively and that a broader, proactive zoning initiative is in progress to help shape where different types of development should be encouraged. Council discussion emphasized the need to coordinate infrastructure, traffic and neighborhood amenities as multifamily development moves forward.
The council variances approved include reduced parking, adjusted setback and perimeter yard requirements, and increased building height allowances for buildings fronting Trivy Road to accommodate the mixed‑use plan. The petitioner had the West Side Area Commission’s recommendation and staff concurrence.
Council accepted the staff reports into evidence and passed the rezoning and variance ordinances during the zoning committee portion of the meeting.
