Board considers adding one more cooperative purchasing contract; staff says co‑ops often save time and money

The district currently participates in eight purchasing cooperatives and staff described the proposal as adding a ninth option for vetted national price agreements.
Presenters said cooperative purchasing can save time because large contracts have already been competitively bid by the lead agency and local purchasing staff review master price agreement terms and vendor compliance before use. Staff gave examples in which cooperative pricing allowed the district to buy mowers and buses at lower prices than local bids. "We work directly with that vendor then that vendor goes to whichever 1 of these agreements that you have they send us the agreement we send it to the county purchasing office the purchasing purchasing agents go through the agreement to make sure that what we expect is exactly what that service offers and it's at a cheaper price," staff said.
Board members asked whether master price agreements and vendor vetting had been reviewed; staff said purchasing has reviewed the typical terms but had not read every item line by line because each cooperative’s master agreement can vary by item. The board agreed to put the cooperative‑purchase addition on the consent agenda.
