Chair Grama Lane opened the discussion by describing the package as an attempt to be “mindful and respectful of the many Portlanders” who interact with advisory bodies and explained the committee process for consideration, public testimony and questions. Public testimony included remarks from Terry Harris, who said the draft is “fine” but recommended clearer language so appointees understand their responsibilities, whether they are expected to appear and who would invite them to speak.
Council members debated details of Exhibit A in the draft resolution, including how to balance flexibility for committee chairs with clarity for prospective appointees. Councilor Clark urged language that would make clear whether appointments removed from an initial report could still be placed on the consent agenda or be placed on the regular agenda; that friendly amendment was accepted and subsequently adopted by voice/roll call in committee.
Councilor Ryan moved the committee motion to send resolution document number 2025-117 to full council with the recommendation it be adopted; the motion was seconded by Councilor Clark. The clerk called the roll; members recorded in the committee roll call voted aye and the resolution was referred to the full council.
The governance committee formal action sends the measure to full council for adoption and does not itself adopt final appointment changes. The resolution as amended will next appear on the full council agenda for final consideration.
