Senate passes bill changing school practices for students with special needs, 46–1

INDIANAPOLIS — The Indiana Senate on March 27, 2025 passed House Bill 12‑95 by a vote of 46–1. Senator Chris Buchanan presented the bill, saying it takes three steps to help students with special needs: require at least one nonviolent intervention-trained staff member in school corporations, allow parents to record case-conference or individualized education program (IEP) meetings, and create a process for parents to remove a student’s personal items if the student dies, transfers, or is removed.
“House Bill 12‑95 does three things to help students with special needs,” Buchanan said on the floor, summarizing the required training, parental recording rights, and the personal‑items provision. The bill received little floor discussion and passed on third reading with 46 ayes and one no.
Following the vote, the clerk recorded the tally and the secretary was directed to inform the House of the Senate’s passage.
