Senate passes bill creating child welfare task force, 42–4

INDIANAPOLIS — The Indiana Senate on March 27, 2025 passed House Bill 12‑73, establishing a child welfare task force to review the state’s child welfare services and recommend changes to address service shortages.
Senator Brent Rogers, who presented the bill on the floor, said the child welfare system is “nearly a $2,000,000,000 industry in Indiana” and currently has little legislative oversight. “A task force is needed to examine the strengths and weaknesses of the child welfare system,” Rogers said, urging colleagues to support a coordinated review of service gaps and quality.
Senator V. Jackson, speaking in support, described the bill as a measure that will “look out the gaps in services and promote those services and resources” for children in need. The bill passed on third reading by a roll-call vote of 42 ayes and 4 noes.
The task force is charged on its face to investigate service shortages by type and location and to help legislators agree on levels and quality of service for Indiana youth. Sponsors said the goal is to produce a unified, comprehensive plan for child welfare services.
The clerk recorded a final tally of 42 ayes and 4 noes; the Senate approved the bill and the secretary was directed to inform the House of the passage.
