Town awards Coleman Boulevard bike-lane contract; separate pedestrian-and-bike contract also approved

A committee of the Town of Mount Pleasant approved two construction contracts for bicycle and pedestrian projects: a $375,069 award to True Luck Construction Inc. for the Coleman Boulevard bike lanes and a $598,794.90 award to IPW Construction Group for a multi-street pedestrian and bicycle infrastructure package.
Staff told the Bids and Purchases Committee that the Coleman Boulevard contract is funded in part with federal Energy Efficiency and Conservation Block Grant (EECBG) funds from the U.S. Department of Energy. The work will include milling and resurfacing, new striping, signage and pavement markings; staff said construction time is 90 days from the notice to proceed. Committee members heard that the work is planned as night work to limit daytime traffic impacts.
Separately, staff reported that it received three bids for the pedestrian-and-bicycle project and that IPW Construction Group was the lowest responsive, responsible bidder. The IPW contract covers sidewalk construction, shared-use path work, pavement markings and signage at several corridors, including Rifle Range Road, Hale Road, Patriot’s Point Road and Mill Street. Staff described site-specific elements such as speed cushions and shared-use path replacement and noted landscaping work is included where shown in plans.
Both committee motions to award the contracts passed on unanimous voice votes. Committees did not record an itemized roll-call tally in the minutes; minutes show the motions carried with “ayes” in each case.
Construction schedules and routine project details were summarized in committee presentations. Committee members asked staff about the timing of operations, the need for night work on Coleman Boulevard and the relationship of the pedestrian-and-bicycle package to other nearby utility and roadway work. Staff said the projects had been coordinated with other town efforts and with right-of-way owners where relevant.
The town will publish finalized contract documents when executed. The committees instructed staff to proceed with contract execution and to monitor scheduling and public-notice needs during construction.
