Syracuse Common Council approves routine items and honors local conservationist with honorary road sign

The Syracuse Common Council unanimously approved a package of consent and new-business items and voted to install an honorary sign recognizing volunteer conservationist Chad Norton by designating a portion of Valley Drive as Webster Pond Parkway.

The vote came during a regular council meeting in the City Hall chambers, where councilors moved quickly through dozens of agenda items and held several for committee review. Councilors also set a public hearing for the federal Community Development Block Grant (CDBG) 2025–26 annual action plan to be held in the chambers at 5:30 p.m.

The honorary-sign resolution recognizes the Anglers Association of Onondaga volunteers and local residents who have worked to preserve Webster Pond. The measure calls for an honorary sign to be installed at the corner of Seneca Turnpike and Valley Drive and for a portion of Valley Drive between Seneca Turnpike and Derwin Avenue (leading to the 2000 block of Valley Drive) to receive the designation Webster Pond Parkway, subject to the council’s and mayor’s approvals.

"I can't thank you enough for the support of the city of Syracuse for always standing behind me on what I want to do for the pond," Chad Norton said after the council recognized him. He invited residents to visit the pond and thanked fellow volunteers. Councilor Majoke, who introduced the resolution, praised Norton as a longtime community advocate and said the council planned a tentative dedication event April 17, with the exact time to be confirmed.

Council business that was approved without substantive debate included adoption of minutes from the March 17 meeting; a motion to waive the rules; and numerous numbered agenda items introduced by multiple councilors. Several items were held for later committee consideration, including items 8B, 14, 31, 34, 35, 37–39, 41, 42, 44, 47–49, 53 and 54; other items on the consent calendar or new-business list were introduced and adopted by voice vote with no recorded dissents.

Committee reports during the meeting noted recent discussions of the municipal sidewalk program and a joint planning discussion on water reservoirs and water levels. The Finance, Taxation and Assessment Committee reported it had reviewed a potential agreement with Gar Associates for a citywide property revaluation and met with Bonadio Group representatives about the fiscal-year 2024 financial audit. The Economic Development Committee reported discussion of amendments to the city's Certificate of Use program.

Communications filed with the council included an annual audit report and a separate audit of the city's living-wage ordinance from City Auditor Alex Marion; a communication from the commissioner of finance about the city investment policy; and notices from the Development Authority of the North Country and Syracuse University accepting terms and conditions tied to ordinances referenced by staff.

Near the meeting's end, the presiding officer expressed public dismay at conduct by the mayor following a recent study session and said the council expected an apology to Councillor Nave. "I would expect better behavior from the mayor of the city, and I would expect also a letter to Councilor Nave apologizing for his actions," the presiding officer said. The council then moved to adjourn.
