Commissioners direct engineering study for annex parking lot; PILT and reserves discussed as funding options

Commissioners on March 31 discussed adding engineering work for a new parking lot and access to the fairgrounds to the annex construction drawings, noting that completion of the parking area is a precondition for moving several departments — including DMV — into the annex.
Commissioner Caldwell and county staff said architect/engineer tasks should be added to the current scope so the county can receive hard cost estimates and solicit bids. County staff mentioned an engineering firm, Jacobs, as a potential contractor; Cameron (the project architect) was asked to include parking-lot engineering in the construction drawings so the county can pursue bids.
County financial staff said the county maintains a general fund reserve threshold of $1,500,000. Staff noted an anticipated Payment in Lieu of Taxes (PILT) payment, expected in May or June, of about $800,000 to $900,000, though $300,000 of a prior payment had been used to backfill the budget; staff estimated roughly $600,000 could flow into the general fund after accounting for that backfill. Commissioners discussed using either general fund reserve, remaining ARPA funds if any are available, or phasing the project if needed.
Commissioners also discussed interim options while costs are determined, including temporary gravel surfacing for sections of the lot, and asking ICL or the architect to produce cost estimates for interior build-out and temporary solutions. Several commissioners emphasized the parking-lot work is time sensitive because DMV employees should not move into the annex until safe, convenient parking and access are in place.
No formal vote was taken during the discussion; the commissioners directed staff to add parking-lot engineering to the construction scope and return cost estimates and funding recommendations.
