Amanda Webb, Riley County Planning Director, briefed the commission on a petition to create a street benefit district for Peterson Ranch Unit 1. Webb told the commission the petition packet included signed petitions from at least 31% of property owners abutting the subject roads, the PUD map, and the county policy for establishing benefit districts. The planning and zoning staff and the budget and planning committee previously reviewed the matter.
Webb said the next step is a public hearing; nothing had been scheduled at the meeting. When commissioners asked how the road work would be contracted, Webb said the county would build out the roads (county-led construction) rather than the county contracting them to homeowners. She told the board that the developer had previously completed adjacent subdivisions and that the petition signatories relate to the current phase.
Commissioners instructed staff to proceed with scheduling the public hearing and to return to the board afterward with the full option and recommended documents for final action.
The item was presented as a pre-notification rather than a decision; commissioners did not vote on the petition at this meeting.
