Riley County commissioners approve rezoning, $690,000 window contract and multiple permits and proclamations

The Riley County Board of Commissioners on March 31 approved a package of routine and project-level actions, including a rezoning resolution, a $690,000 contract for a county plaza window replacement, a highway use permit and several community requests and personnel authorizations.
The most substantive action was the board’s unanimous approval of Resolution 033125 to rezone a portion of two unplatted parent tracts from I-2 (heavy industrial) to AG (agricultural) at the request of applicant Chris Fox. Planning staff told the commission the change responds to discontinued quarry operations and to the applicant’s future plan to build a home on the site; staff and the Manhattan urban area planning board recommended approval. The commissioners voted to sign the resolution and asked county staff to execute the paperwork.
The board also approved a $690,000 construction contract for the Riley County Plaza East window replacement project. Staff presented the contract amount and confirmed that alternate glazing (a special window option) was not included in the base bid; the approved glazing will be a tinted glazing rather than a specialized ballistic product. The motion to approve the contract passed unanimously.
Other motions approved with no recorded opposition: - A highway-use permit granting Richter Farms LLC permission to bore a 6-inch aeration pipe under Mayday Road, as shown in the permit documents. - Approval of the Week of the Young Child proclamation (April 5–11, 2025) recognizing early childhood educators and encouraging community support for early learning. - A reservation request from Sunflower Children’s Collective to place a pinwheel garden on the courthouse lawn during Child Abuse Prevention Month (April 2025). - Authorization to advertise and fill seasonal parks positions for summer maintenance work. - Approval of the March 27 meeting minutes as presented.
Each recorded motion was seconded and approved by voice vote; where the clerk requested signatures the chair and commissioners signed the documents on the dais. The meeting record shows the board acted with no recorded votes against, abstentions or recusals on these items.
The building window contract and the rezoning were the only items requiring baseline review of technical detail; staff answered brief operational questions on glazing and on the rezoning’s relation to the county comprehensive plan during those presentations.
The commission also received a number of non-decision staff reports (planning, GIS/IT, public works) and set next steps for a public hearing on a separate benefit-district petition (Peterson Ranch Unit 1).
