The Milwaukee Common Council Finance and Personnel Committee on March 31 approved a set of routine items including substitute resolutions accepting state grants and ordinance amendments affecting pay and job titles.
The committee voted to accept the Wisconsin Department of Health Services Epidemiology and Laboratory Capacity (ELC) grant (File No. 241214) and the Wisconsin Department of Natural Resources 2025 beach water monitoring grant (File No. 241689), both sponsored by the Milwaukee Health Department and advanced from the Public Safety and Health Committee. The committee also approved acceptance of the 2025 Homeland Security Southeast Wisconsin Threat Analysis Center (STAC) Intelligence Analyst Grant (File No. 241721) from the Milwaukee Police Department.
The committee received a communication from the Department of Employee Relations to amend the salary ordinance and reclassify three employees moving into the title of Emergency Communications Officer 3 (File No. 241812). Miss Knickerbocker of the Department of Employee Relations explained that employees previously titled 9‑1‑1 telecommunicator and 9‑1‑1 dispatcher are being reclassified to the Emergency Communications Officer series and that pay for affected staff will be retained at the current rate under the Emergency Communications Officer 3 title.
The committee also approved two substitute ordinances that further amend 2025 rates of pay and city service position listings (File Nos. 241767 and 241768). Committee members moved to accept Substitute A for both files and passed the substitutes in committee.
All six items were advanced on unanimous voice actions recorded in the transcript with no roll‑call tallies provided for each.
