Commerce and Labor committee advances four bills in work session

At a work session of the Assembly Committee on Commerce and Labor, members voted to amend and do pass four measures and assigned floor statements for each.

The committee advanced Assembly Bill 142 (industrial insurance provisions), Assembly Bill 143 (dentist and dental hygienist compact), Assembly Bill 183 (optometry provisions) and Assembly Bill 430 (exemption for payroll-processing services from money-transmission rules). Committee members recorded motions and votes by voice; each motion carried.

Committee Chair Marzola said she would assign a floor statement to herself for AB 142. AB 143 was advanced with a floor statement assigned to the chair as well. The committee assigned the floor statement for AB 183 to Assemblymember Koenig and for AB 430 to Assemblymember Flanagan. Motions to amend and move the bills were made and seconded on the record: AB 142 was moved by Assemblymember Monroe Moreno and seconded by Assemblymember Hardy; AB 143 was moved by Assemblymember Cole and seconded by Assemblymember Monroe Moreno; AB 183 was moved by Assemblymember Yurek and seconded by Assemblymember Monroe Moreno; AB 430 was moved by Assemblymember Miller and seconded by Assemblymember Monroe Moreno.

Committee practice in the work session, reiterated by the chair, is to avoid taking public testimony or re‑hearing bills; the chair said witnesses may be invited only for clarification during the committee's consideration. The motions carried by voice and the chair directed staff to prepare the assigned floor statements for the respective sponsors.

The committee proceeded from the work session to hearings on separate bills listed on the agenda.
