Committee scopes ordinance review after members raise concerns about outside tire storage

The Community Services Committee asked staff to review city code governing outside storage and display of tires and to arrange outreach with tire shop owners before proposing any changes.

Council Member Williams raised the item, saying he had noticed stacks of tires left outside businesses, sometimes overnight, and asked the committee to "take a look at that — not to drive anybody out of business, but I just want to bring some order" to how tires are stored and displayed. Williams said the committee should distinguish display during business hours from overnight storage and suggested staff identify locations and owners for outreach.

Why it matters: Members cited visual blight, potential mosquito breeding concerns, and illegal dumping as connected issues. Council members asked staff to verify whether existing city code provisions for outside storage of goods could be applied to tires and to bring back a definition for "storage" versus "display." A staff member responded, "We have a storage of outside goods that would probably address it," but warned that display during open hours may require a different approach.

Committee direction and next steps: Staff will: (1) review current ordinances and identify gaps regarding outside tire storage/display; (2) provide maps or an inventory of tire shop locations; and (3) invite at least one tire shop owner to the next discussion so owners can comment on marketing/display needs. Members also asked staff to consider related efforts such as tire-dumping education and existing illegal-dumping programs.

No formal vote or ordinance change was made. The item remains a scoping/analysis request to staff.
