The HILLSBORO R-III Board of Education approved an addendum to its prior agreement with the City of Hillsborough to increase the district’s financial commitment for improvements at Leon Hall Parkway and Business 21 by $300,000, bringing the district’s total contribution to $400,000.
District staff reported engineers and city officials revised the project plan — part of a TAP and STP grant that involves MoDOT — to add a right-turn lane, realign the approach to the schools, relocate a traffic signal, install detector loops and crosswalks, and extend sidewalks from Business 21 toward the high school. The additional work raised the district’s share of the project to about $258,000 beyond prior commitments; the board approved increasing the pledged amount to give the city assurance on district funding.
Presenters said the revised plan should avoid long-term disruption to fields and existing parking, and would allow the city to complete the road and sidewalk work in one phase rather than staging separate projects. Construction timing discussed in the meeting anticipates MoDOT work during a winter window, with construction concluding in mid-2027; the district indicated costs may be recorded in fiscal years 2027 and 2028 depending on construction completion dates.
Board members discussed interim fixes for potholes and the need to coordinate bus and pedestrian access during construction. The motion to increase the district contribution carried unanimously.
