SCUCISD reports results of vulnerability assessments, upgrades to access control and expanded reunification planning

Schertz-Cibolo-Universal City ISD’s director of safety and security updated the board on Thursday about results from recent vulnerability assessments and a set of operational upgrades the district is planning or has already begun to implement.
During the meeting, Director Robert Clark told trustees the Texas School Safety Center conducted district vulnerability assessments Feb. 3–6 at 13 campuses; he said he was “very pleased with the outcome of the assessments” and that staff would discuss assessment results in more detail in closed session.
Operational changes underway include converting some campus door readers to the district’s primary access-control system at Clemens, Wilder, Steele and the district administration (Melish) building; adding window film to targeted campus locations; and installing additional exterior speakers campus-wide so emergency announcements are audible from around the building, Clark said. He described the upgrades as intended to improve consistency and coverage for lockdown or reunification communications.
Clark also reported the district holds monthly meetings with SRO sergeants and law enforcement partners to coordinate practices and identify issues. He listed campuses that currently have permanent school resource officers: Byron P. Steele High School, Samuel Clemens High School, Corbett Junior High, Dobie Junior High, Wilder Intermediate, Pascal and Rose Garden (elementary). He said the district supplements elementary and intermediate security coverage by contracting part‑time, off‑duty police officers.
Reunification planning: Clark said the district will refine a districtwide reunification plan and conduct tabletop exercises and possibly a full-scale exercise with county emergency management and local police departments so school and emergency partners can practice large‑scale reunification.
Board follow-up questions touched on local partner staffing: a trustee asked about Guadalupe (Cibolo) Police Department’s hiring of additional officers to expand SRO coverage; Clark said the department had candidates in the process but he had not received confirmation that new SROs were assigned to SCUCISD campuses.
No votes or formal actions were taken on the safety briefing; Clark listed staff who supported the work and said the district will continue implementation and will provide updates to the board as needed.
