City staff presented the 2024 General Plan and Housing Element Annual Progress Report to the Folsom City Council on March 25; the council accepted the reports for transmittal to state agencies.
Desmond (Planning Manager, Community Development) reviewed how the general plan guides long‑term land use and highlighted key 2024 accomplishments: approval of two vision plans (River District and Central Business District), completion of Prospector Park with new recreational amenities, installation of the first public art piece at the Johnny Cash Trail entry, opening of Fire Station 34 in the Folsom Ranch area, and water‑supply planning progress including the Folsom Water Vision work and upgrades at the water treatment plant.
On housing, staff reported progress toward the city’s regional housing needs allocation, actions to ensure an adequate inventory of sites, and a continued focus on programs to accelerate affordable housing production. Since 2003 the city has financed or supported the creation of approximately 1,103 housing units using gap‑financing loans totaling about $35.5 million from the housing fund, staff said. The report recounted entitlement and construction status for recent projects: Habitat for Humanity’s project (entitled), Vincent Senior Apartments (under construction) and Harrington Grove (entitled; council approved a loan modification at the same meeting).
Desmond said the city’s 2024 general‑plan amendments increased the available surplus of sites suitable for affordable housing and that Folsom ranks well regionally for progress toward RHNA commitments in some categories. He noted state law requires submittal of the annual reports to the Governor’s Office of Planning and Research and the Department of Housing and Community Development by April 1; staff asked the council to accept the reports and authorize transmittal. The council received the reports and staff confirmed they will be submitted to the state agencies.
Council members asked questions about future RHNA cycles, open‑space updates required by new state law and implementation timing; staff said the next SACOG allocation process will kick off in 2026 and allocation notices are expected in 2028 for the next housing element cycle.
