Board approves school operations items, hires and policy updates; hears first read on student health services policy

At its March 27 meeting the Peoria Unified Governing Board approved a series of operational and policy items including a memorandum of understanding with the City of Peoria to allow police access to district camera feeds through a secure interface, several procurement and contracting actions, initial salary schedules and rehiring of social-worker and mental-health staff.
Security integration: The board approved an MOU authorizing controlled access by the City of Peoria to campus cameras through the district's video-management system until a custom vendor API is completed. Director of Safety and Transportation Mike Molino said the contractual language mirrors an earlier agreement with the City of Glendale and that the vendor integration will be completed later in 2025. "The custom API is being developed and will be completed during the second half of 2025," Molino said.
Procurement and operations: Trustees approved adding a cooperative contract for playground equipment and services to provide parts and installations, with an estimated first-year district expenditure of about $100,000, including a large netting and installation for a high-school baseball field. The board also authorized issuing an RFP for program-management and online payment systems to standardize registration and payment for district programs.
Salary schedules and hires: The board approved initial placement salary schedules and extra-duty stipends for FY2026, including a revised placement schedule for certain positions and higher summer pay for related-service staff. The district also authorized issuance of rehire contracts for 22 social workers and school counselor/mental-health professionals; HR staff told trustees they had surveyed staff about intent to return and were working to place several employees into alternate district roles where needed.
Policies: Under a second-read track the board approved GCF (professional staff hiring), GDF (support staff hiring) and KBEB (policy described as a parent bill of rights/medical-decision notification). Board clerk Tobey presented a first read of policy JLC on student health services that would bar school-based health centers on district property while allowing temporary private rentals of medical or health clinics. Several board members and public commenters asked for clarifying language to ensure existing athletic trainers, AIA concussion protocols, the sunflower program and services for medically fragile students are not affected; administration said it will bring clarifying edits for a second read.
Votes on these operational and policy items were recorded as part of the consent and action agendas; the board approved the MOU and procurement and approved the salary schedules and rehire list by recorded voice votes.
