Commerce City staff reported that design work for a pedestrian underpass at 90th Avenue, linking Telluride/Reunion Parkway, is nearing completion and the city expects to put construction of the underpass out to bid so it can be built alongside a separate roadway widening contract.
Interim Public Works staff told council the underpass was not part of the original 90th Avenue widening contract but was added after council identified the need at a city retreat. The city awarded a design contract in April 2024 and has been designing the structure since then.
The current estimate for the underpass construction is $3,400,000. Staff said that amount will be covered from existing contingency funds and that the bid process will determine the final cost. Construction is expected to begin in fall of this year, but the schedule could shift depending on the progress of the 90th Avenue widening project.
Staff also said coordination with the metro district and the nearby high school is underway because construction will require minor property acquisition and careful scheduling to avoid conflicts with school operations. A public meeting on the underpass was held in July 2024, staff said.
Councilmembers raised safety concerns, noting truck traffic and high school pedestrian crossings along the corridor. Staff said the underpass aims to improve safe pedestrian access across a busy arterial and will be coordinated with other multimodal and traffic-calming work in the area.
Next steps: staff will finish design, advertise for bids, and coordinate acquisition and construction sequencing with the widening contractor and the metro district. Staff said the project’s funding is in place through contingency and will not affect previously identified capital projects.
