Martina Albers, director of economic development, explained that some El Paseo businesses have rear access for deliveries while others do not, and that delivery activity typically involves on-street parking by trucks that then unload. Council members and business representatives said that non-delivery commercial vehicles and large flatbeds passing by can reduce the pedestrian experience on the shopping promenade and generate noise and safety concerns.
Staff told the council that the truck-route map is a component of the city—s mobility plan, currently under review by Development Services, and that staff will study options including defining delivery/service vehicles, limiting large vehicles to certain hours, and considering vehicle weight/size limits. Council members suggested limiting larger trucks to evening hours where feasible as a potential compromise to preserve retailers— supply chains while protecting the visitor experience.
The council moved and passed the consent item related to El Paseo delivery truck concerns by a 5-0 vote and asked staff to return with recommendations and the mobility plan—s truck-route map when ready.
