CSLB grants staff discretion to waive California building exam for some out‑of‑state applicants

The change would allow staff to accept NASCLA exam results without returning to the board each time another state adopts or uses the NASCLA exam. Staff told the board they would require applicants to demonstrate they are licensed and in good standing in their home state and fulfill all other California requirements for the classification. Staff also said they would develop a request form and web guidance so applicants understand California's specialty classifications and related permit or subcontracting limitations.

Board members also considered a separate but related request to grant staff discretion to waive the California Residential Remodeling (B‑2) examination for out‑of‑state applicants whose home state general building or remodeling exam is comparable. Staff noted the B‑2 classification has limits on mechanical and certain specialty trades and said any waiver form would require applicants to acknowledge California's scope and permit requirements.

Licensing staff reported related testing and processing figures at the same meeting. Staff said California administered a record number of exams in 2024 through PSI (about 55,000 test administrations) and that the board's licensing units have kept processing times low, with most application work completed within the target weeks. Staff also described recent updates to Spanish language exam banks (switching translations to Latin American Spanish and adding an English toggle for tool and material names) and said initial data show pass‑rate improvements for Spanish‑language candidates.
