Commission moves to quarterly TIMS-based collision reporting with heat maps and stacked trend charts

Commissioners said the existing monthly presentation is difficult to interpret and too noisy for trend analysis. Several commissioners recommended quarterly reports that better smooth month-to-month noise and enable trend observation; others asked for location-specific or project-specific follow-up when a new traffic change or speed survey request arises. Staff noted that the TIMS platform (third-party crash-mapping tool) now provides quarterly updates and offers heat-map visualizations and other graphical exports.
The commission asked staff to pursue a transition plan: continue to include the current monthly police-data snapshot on the agenda (consent calendar) while staff develops a quarterly packet drawn from TIMS that will include heat maps and stacked trend charts (collision type by mode over time). Commissioners suggested the quarterly TIMS package include filters for injuries and location heat maps, and recommended staff present the first TIMS quarterly package in late spring (May or June). Staff agreed to aim for a transition after producing the first TIMS quarterly report.
Ending: The commission will receive monthly snapshots on the consent calendar and a more detailed TIMS-based quarterly presentation (with heat maps and trend charts) starting in May or June 2025; staff will test stacked graphs and heat-map exports and return with a prototype.
