Town approves RFP for townwide traffic analysis to support comprehensive plan and grant work

The Town of Goshen Town Board voted March 20 to issue a request for proposals for a traffic consultant to update the townwide traffic analysis used in the comprehensive plan.
Planner Kelly (presenting) said the RFP was drafted to coincide with a Safe Streets grant the town has and to satisfy both the grant requirements and the comprehensive-plan needs. He told the board the RFP asks bidders to update current accident data, traffic volumes and projections at priority intersections and to account for school-bus and peak-period conditions.
Board members and residents suggested additional intersections for study, including the 17A/Route 17 area, Exit 125 vicinity, and 17M near the Fire Training Center. The board also asked that the consultant examine the Hartley Road/Route 17 intersection highlighted earlier in the FEAF discussion, and to include weekday AM and PM peak analyses and Synchro/traffic-model outputs as specified in the RFP.
The board approved a short proposal window so consultants would measure traffic with school-bus operations in place; proposals are due April 18, per the RFP schedule presented to the board. The supervisor noted the town has approximately $185,000 available from a Safe Streets grant that could cover or supplement the work.
Why it matters: updated traffic analysis will feed the comprehensive plan and inform project-level reviews (for example, the IWS project scoping) and potential grant-funded improvements. The RFP language and selected consultant will determine the intersections studied and methodology used.
The board voted to distribute the RFP and solicit bids. Staff said they will finalize the RFP text with insurance and other procurement requirements before publishing.
