John told the board, “So I prepared for you an FEAF part 2 that is based on the FEAF part 1.” The board voted to assume lead agency, adopt the FEAF Part 2 as modified and adopt a positive declaration directing the applicant to prepare a draft environmental impact statement (EIS).
