The Cedar Park City Council unanimously approved a resolution creating a Capital Improvement Advisory Committee to review and update land‑use assumptions and the capital improvements plan used to set utility impact fees under the Texas Impact Fee Act (Texas Local Government Code Chapter 395).
Nanette McCartan of the Public Works Department explained the Impact Fee Act requires the city to maintain up‑to‑date land‑use assumptions and capital improvements plans and to appoint an advisory committee. The act permits the council to designate the Planning and Zoning (P&Z) Commission to serve as that advisory committee because P&Z has expertise on land use and development patterns.
Staff recommended naming the Planning and Zoning Commission as the advisory committee and adding an ETJ (extraterritorial jurisdiction) representative to meet statutory composition requirements. The council appointed Alan Hill — described in staff materials as a retired landscape architect and an ETJ resident with prior relevant experience — as an ad hoc voting member to satisfy the requirement that at least 40% of committee members represent real estate, development or building‑related industries.
The motion to create the Capital Improvement Advisory Committee and designate the P&Z Commission plus Alan Hill passed unanimously.
