The Monongalia County Commission on Aug. 27 authorized county staff to begin negotiations with Solar Hollow for the Monongalia County Center Solar Project (RFP 2025MCCO1).
County Administrator Reneta explained the procurement history: the county issued the request for proposals on June 18, conducted a site visit July 2 and received responses by July 23. Two firms submitted proposals — JK Renewables and Solar Hollow. An evaluation committee made up of the county administrator, Commissioner Sean and Rachel Mitchell, Monongalia County Center director, independently scored the technical proposals and met to compile results.
Reneta told commissioners that only one entity met the minimum acceptable technical score required by the RFP and state procurement rules; the other was deemed nonresponsive and removed from further consideration. Given the technical results, the county opened but treated cost proposals as secondary to technical compliance. The commission approved a motion to begin negotiations with Solar Hollow, which passed on a unanimous voice vote of the three commissioners present.
The motion as stated in the record was to “begin negotiations with the responsive vendor to RFP 2025MCCO1, Monongalia County Center Solar Project.” The county will move to negotiate technical and financial terms with Solar Hollow and return to the commission with recommendation(s) as required by procurement rules.
No contract award was made at the Aug. 27 meeting; staff said further technical and cost negotiations remain. The county did not provide detailed scoring sheets in the public record at the meeting; commissioners said the evaluation followed the minimum-score threshold required by statute and the RFP.
