Council adopts multiple funding and grant resolutions; two zoning appeals withdrawn
Summary

The Saint Paul City Council on March 5 adopted a set of routine budget and grant resolutions and recorded procedural actions on two zoning appeals.
Resolutions adopted
- Resolution (public hearing) authorizing amendment of the 2025 Saint Paul Regional Water Services budget to increase spending and financing by $12,000,000 for additional funds for the McCarran Water Treatment Plant Project. Motion to close the public hearing and approve was made by Councilmember Yang and the item passed 4–0.
- Resolution amending the Department of Parks and Recreation financing and spending plans to reflect $639,275 expected from Como Friends. Motion to close the public hearing and approve was made by Councilmember Jost and the item passed 4–0.
- Resolution accepting Metropolitan Council Livable Communities demonstration account grant funds for the Gloryville project at 1570 White Bear Avenue North, authorizing a grant amendment and amending the operating budget. Motion to close the public hearing and approve was made by Councilmember Yang; the item passed 4–0.
- Resolution authorizing the Office of Neighborhood Safety to accept a Minnesota Department of Human Services grant to support operating costs of shelter space for integrated care to clients experiencing homelessness and to amend the Office of Neighborhood Safety budget. Motion to close the public hearing and approve was made by Councilmember Johnson; the item passed 4–0.
Withdrawn zoning appeals
Two zoning appeal items brought for reconsideration (ABZA‑25‑1 and ABZA‑25‑2, appeals by Ryan Companies) were withdrawn by staff after the council determined it did not have the minimum votes present to act on either item. Staff noted a 60‑day city administrative review period; if no action is taken by March 17, 2025, the applications will be approved by operation of law under the statute cited in the staff report.
Consent and legislative hearings
The council adopted the consent agenda (items 2–18) and legislative hearing consent agenda (items 39–48) without separate discussion; both passed by recorded procedural votes.
