State awards LASSO 3 grants; Southwest ISD to implement math instructional framework, Bluebonnet materials selected

Southwest ISD staff reported the Texas Education Agency awarded the district LASSO 3 grants to support implementation of a math instructional framework and professional learning community (PLC) supports for targeted campuses.
District leaders said the Strong Foundations math instructional framework the district developed was submitted to TEA and received an “exemplary” rating. The framework contains a vision statement for math, aligned belief statements tied to research‑based instructional strategies and stakeholder actions for leaders, teachers, students and families.
The district said it was awarded two LASSO 3 grant components: a Strong Foundations implementation award for secondary math (middle‑school algebra) of $296,000 and a Strong Foundations implementation PLC grant of $215,000 targeted at McNair, Resnick and Scobee middle schools. Staff said about 70% of implementation funds are tied to a partnership with an approved provider (the district plans to continue working with NIET), and the PLC funds will buy on‑site professional development and learning walks to support teachers implementing lessons.
District staff also described a selection process for high‑quality instructional materials. Principals and math leads reviewed three vendor materials identified by TEA; 12 of 14 middle‑school groups favored Bluebonnet Learning and the district has begun a seventh‑grade pilot with that program. Staff said remaining grant funds will be used for summer training, teacher compensation for training days and possible substitute coverage to allow teachers release time for coaching and learning walks.
Staff said the grants will support multi‑year implementation activities including on‑site coaching, learning walks and leadership collaboration to sustain instructional improvements after the grant period.
