Senate Bill 516, presented by Senator Buchanan and carried in the House by Representative Lopez, would: (1) establish an Office of Entrepreneurship and Innovation within the commerce vertical to serve as a front door and coordinator for entrepreneurs and small businesses; (2) recodify the IEDC president role so the agency has a statutory president position reporting to the commerce vertical; (3) require additional transparency for innovation development districts (IDD) and similar entities; and (4) require IEDC to notify local executives before purchasing parcels of land larger than 100 acres.
Supporters including chamber groups, the Indiana Chamber of Commerce, NFIB and regional economic development organizations said the office would help small businesses navigate state resources, provide a single point of entry for entrepreneurs, and support growing “Main Street” and mid‑market firms. “If they can make it past the first three years, they're probably going to survive statistically,” Natalie Robinson of NFIB said, urging support for the renewed focus on early‑stage businesses. Testimony from local chambers and economic development groups described the bill as streamlining existing programs rather than creating a large new bureaucracy.
Committee members asked detailed budget questions. The fiscal note in committee materials included illustrative salary and benefit figures that several members questioned; witnesses and the commerce chief of staff said the agency expects to absorb any reorganization and not request additional appropriation. Committee members also asked about local revenue impacts when IEDC purchases large parcels (which could remove land from the tax rolls); senators and witnesses said the bill’s notice requirement is intended to improve local communication and that any debt or bonding would still require local legislative approval.
Witnesses emphasized the office is intended to coordinate existing work — not to create a large new agency — and to provide an identifiable state front door for entrepreneurship and innovative firms. The committee heard testimony from chambers, the Indiana Chamber, NFIB and regional development groups and held the bill for additional consideration.
