"The Duluth Boat Club is the umbrella organization that encompasses all of those six individual organizations," Philby Williams said, listing Northland Adaptive Recreation, the Duluth Rowing Club, Duluth-Superior Sailing Association, Duluth Sail and Power Squadron, Duluth Yacht Club and the Duluth-Superior Dragon Boat Club.
Staff told councilors the license is part of a broader approach to maintain public water access while creating options to reframe the longer-term development plan; city staff said separate conversations about a fresh vision for the site's development would return to the council in the months ahead. Councilors asked for additional background and clarified whether the Boat Club and similarly named private businesses were the same entity; staff confirmed the Boat Club is a nonprofit umbrella organization, not a restaurant.
