Commission approves consent agenda including Plaza East capital contract, 23 project-based vouchers for Mercy Housing, and audit contract amendment

The commission approved five consent items by roll call at the Feb. 27 meeting.

Items approved included:

- A contract with DC Construction to perform public-housing capital improvements at Plaza East for an initial one-year term with an option for a second year and a not-to-exceed amount of $2,000,000 (item 9c).

- A housing-assistance payment (HAP) contract with Mercy Housing of California for the project at 600 Seventh Street for up to 23 project-based vouchers (item 9d).

- Amendment No. 1 to contract '20-0008' with Messiah, Jeanne & O'Connell (MGO) to ratify exercising options for audit years and to increase the contract by $400,202 for prior years and exercise options through 2024, for a cumulative contract not to exceed $938,382 (item 9e).

The board first reviewed the items in committee; commissioners had no further substantive objections on the floor. Following the public-comment period, a motion to approve the consent agenda was made and seconded. The roll-call vote recorded commissioners Mary Anne Pikes, Luana Kim, Linda Lindo and President Joaquin Torres voting "aye." The motion carried.

Why this matters: the contracts and vouchers allocate capital and subsidy resources and continue the authority's relationships with property managers, construction contractors and its external auditor. The project-based vouchers will attach subsidy to a specific Mercy Housing property; the Plaza East contract funds vacancy-focused capital work tied to public-housing units.
