Rules Committee: appointments to OCII advance; Transbay appointment and entertainment-zone amendment continued

The San Francisco Board of Supervisors Rules Committee voted on several nominations and procedural items during its March meeting.

Appointments to OCII: The committee voted to remove “rejecting” language and replace it with “approving” for three mayoral nominations to the successor agency, commonly known as the Commission on Community Investment and Infrastructure (OCII). The committee advanced the nominations with a positive recommendation to the full board:

- Reverend Carolyn Ransom Scott — reappointment to OCII, term ending Nov. 3, 2028. - Errol (Earl) Shaddix — appointment to OCII, term ending Nov. 3, 2028. - Mark Miller — appointment to OCII, term ending Nov. 3, 2026.

Supervisor Rafael Mandelmann and Director Thor Kozlovsky both spoke in support of the nominees’ qualifications. Leah McGever, a resident who spoke during public comment, urged the committee and commission appointees to consider Bayview Hunters Point residents’ concerns about displacement and transit access while development proceeds.

Transbay Joint Powers Authority seat: The committee heard a consent appointment item for one Transbay Joint Powers Authority seat with two applicants (Charlie Lavery and John Doherty). The committee continued the matter to the call of the chair at the applicants’ request; no votes on appointment were taken. The clerk noted no public speakers on the item.

Castro entertainment-zone procedural actions: Separately, the committee adopted a sponsor amendment to add “an additional half a block” to the Castro Upper Market Entertainment Zone map (intended to include one business on 16th Street) and continued the ordinance, as amended, to the March 24 Rules Committee meeting for further consideration. The Planning Department’s CEQA determination was affirmed in the ordinance language as read into the record.
