Mount Pleasant’s CDRA on March 11 discussed safety, insurance and ownership questions about a donated train engine on city property near a playground.
Staff said the engine was donated to the CDRA and that children frequently climb on it, creating liability concerns raised during a playground inspection. An inspector (Josh) recommended fencing the engine off; staff reported the agency has funding available to build railings that would allow safe, managed access to the engine, similar to examples found in other parks. Until the railings are installed, staff said the insurance inspector advised fencing the engine and posting signage.
Board members discussed alternative approaches, including deeding the ground or asset to a third party (Track 89 was discussed as one possible custodian) so the CDRA would not bear the insurance burden. Staff said they would check property deed records and consult the railway provider about ownership transfer options. The CDRA also discussed temporary measures such as signage and directional fencing to limit access from the playground side while allowing access from the railcar renters' side.
