Residents press council on library access, property maintenance and stormwater issues

Several residents used the citizen‑input portion of the March 26 meeting to press Hyde Park leaders on library access, property maintenance under neighborhood covenants, and stormwater/sewer maintenance.
A recently arrived resident asked the council to study options for a Hyde Park library or access to nearby libraries without user fees. Council and staff noted prior discussions, referenced a county library facility in Providence and said a councilmember has discussed a potential North Branch County Library; staff asked the resident to provide contact information to help organize community input.
Scott Tolentino (resident) urged enforcement of Juniper Ridge Estates covenants, reading sections that require front‑yard landscaping within 24 months of occupancy and allow the declarant (which reverts to the city if no HOA exists) to impose liens. Tolentino said a house built early in the subdivision remained unlandscaped well past the two‑year period. Council and staff noted code‑enforcement options for city codes and asked Tolentino to share a copy of the covenants; staff confirmed code enforcement responds to complaints and follows city processes.
Tolentino also reported weeds and construction debris around a city water storage tank on 160 North (near 1000 East) and said some storm drain basins and erosion‑control sandbags placed for construction are filling and need periodic cleaning. He reported a clogged sewer at the southeast corner of 50 North and 1100 East that fills during melt and asked the city to re‑inspect for needed vac‑truck work. Staff agreed to follow up with public works and code enforcement and requested a copy of the covenant language the resident provided.
Council members encouraged residents to sign complaint forms or provide contact details so staff can coordinate inspections and follow up, and they noted the city’s existing code enforcement procedures.
