Engineers identified a set of red‑line items — primarily stormwater calculations, manhole elevations and a requirement to install geofiber (fiber infrastructure beneath the roadways) — that must be resolved before final engineering sign‑off. Staff said the development agreement already states the developer must supply water rights or pay fees before building permits are issued; therefore the council could approve the final plat while holding the engineering items to be completed by the developer.
A council member moved to approve the Hyde Park Gateway final plat and plan (Partial ID 04‑031‑0004) with Sunrise Engineering’s comments completed; the motion passed 3‑0. Staff and the council noted the developer had indicated readiness to begin construction in the spring or summer once final engineering and market conditions were favorable.
