Hurricane City Council on March 20 approved a zone change request (ZC 25-05) to rezone a 1.86-acre parcel at 952 South 920 West from RA-1 (one unit per acre) to RA-0.5 (one unit per half acre).
Staff said the applicant, Christine Stratton, requested the change to facilitate a lot split to build an additional home. The planning commission had unanimously recommended approval, and a public hearing had been held with no public objections. Staff and engineering commented that necessary road-widening and improvements along 920 West (a planned minor collector) will need to be resolved at the amended final plat stage.
Council discussion touched on whether council should limit the rezoning to produce only two lots rather than leave the zone open to allow three half-acre lots; staff advised a development agreement could limit lot count if the council chose to impose restrictions as a condition of rezoning. After discussion, Councilman Thomas moved and Councilman Ellerman seconded a motion to approve the RA-0.5 rezoning as requested. The motion passed by voice vote with four ayes and one opposing vote noted as "Jihad." The council did not add a development agreement limiting lot count.
Staff noted the rezoning conforms to the general plan and that road-improvement coordination will occur at platting. Council members remarked they were sympathetic to homeowners seeking to keep family in the area but some members expressed concern about incremental increases in density across the city.
