Hurricane City Council approves updated airport commercial standards

The Hurricane City Council on March 20 approved updates to the city's airport rules, regulations and minimum standards for commercial aeronautic activities, moving to impose limits on training aircraft in the traffic pattern and tighten business-license and hangar-lease requirements.

City staff said the draft consolidates earlier council direction. The packet included a redline and a clean copy of the proposed document. The council noted one key change discussed previously: limiting training aircraft within the flight pattern to no more than four, requiring commercial operators to hold business licenses and requiring hangar-lease applicants to confirm compliance with the regulations.

A motion to approve the updates was made by Councilman Fawcett and seconded by Councilman Thomas. The motion passed on a recorded voice vote; council members reported four votes in favor and one opposed. The council did not identify public commenters on the item, and staff indicated the city attorney had incorporated the council's requested language into the draft.

Mayor and staff thanked airport board members and staff for their work. The council flagged that a recommendation for an airport board appointment (Dave Zendell) will be presented at an upcoming board meeting.

The adopted rules aim to give the city clearer enforcement authority over commercial aeronautic operations and to place explicit obligations on flight instructors and tenants to ensure compliance.
